Charlene Bybee loves our community. As a lifelong Sparks resident and an active community leader for over 30 years, Charlene knows what needs to be done to continue to make Sparks a great place to live. Growing up in Sparks and raising her family here, she understands our community.

Charlene volunteered thousands of hours in our community before she was elected and continues to volunteer for the Nevada Veterans Memorial Plaza, WCSD and Junior League of Reno. From groundbreaking ceremonies, business openings and fundraisers to community events, Charlene is there because she believes that it’s important to represent the City of Sparks.

Charlene is passionate about education, serving as PTA President in every school that her sons attended. She has served on numerous committees for the Washoe County School District. She was an unpaid lobbyist at several sessions of the Nevada Legislature, speaking out for education reforms, school choice, and fiscal responsibility.

Charlene knows the issues most important to Sparks. The unprecedented growth we are seeing in our region presents opportunities, but challenges as well. Providing infrastructure and public safety while keeping the “small town feel” that residents value is her top priority. In her first term in office she has served as Chair of the Regional Planning Governing Board and the Sparks Redevelopment Agency. She also serves as Sparks’ representative on the EDAWN Board, WCSD Capital Funding Protection Committee, Tourism Facilities & Revitalization Steering Committee and the Washoe County Regional Animal Services Advisory Board.

Charlene was raised in Sparks by her parents, Ralph and Kathy Thomas, with her 5 siblings. She and her husband Bern chose to raise their two boys in Sparks because of its family-oriented atmosphere. From watching her sons play baseball at Shadow Mountain, to taking Jazzercise at the Alf Sorenson center, Charlene knows the important roles these facilities play in our day-today life. As a competitive gymnast for 12 years and a student athlete at the University of Nevada, Reno, she knows the benefit of having recreational facilities available to the residents of Sparks. Protecting and maintaining our 64 parks and recreation facilities are one of Charlene’s priorities for the City Council.

Charlene earned her Bachelor of Arts Degree from the University of Nevada Reno in 1976. She has been a flight attendant for American Airlines and just celebrated her 40th anniversary. Her flying career has given her the people skills necessary to serve on the City Council. She has had the opportunity to see the world, but believes that there really is no place like Sparks.
